Pamela Blackstock Chairperson Pam and her husband, Kemp McMeekin, moved to Merrickville in 1980 and to Montague Township in 1997, and have raised their two daughters here. All members of the family are MDCHSC clients. Pam recently retired from a 34-year career with the federal Public Service, where she most recently directed a national program, partnered with all provinces and territories. She has experience in policy, program and partnership development, strategic planning, consultation, and community engagement, in the heritage field.
Carole Roberts Vice Chairperson Carole Roberts has lived in Burritt's Rapids for more than 30 years and raised her family there. She is a retired Federal Civil Servant, with a professional background in Information Management. As a business woman Carole and her husband had an Antiquarian Bookshop in Merrickville for 20 years (until her second retirement). Currently she is active with the Girl Guides, the Community Association of Burritt's Rapids, and the St. Lawrence College Encore Program for Seniors.
John Mundy Treasurer John Mundy brings to the Board of the Merrickville District Community Health and Services Centre 31 years of experience in the Federal Public Service. Before retiring in 2008, he held senior diplomatic appointments in Trinidad and Tobago, Iran and Australia. During his career he also held a number of policy positions at Foreign Affairs and International Trade Canada, Environment Canada and earlier in his career, the Asian Development Bank and Canada’s Export Development Corporation.
He has an undergraduate degree in economics and political science from Queens University in Kingston, an MBA from the University of Western Ontario and a French certificate from the Universite de Dijon in France.
John and his wife have owned property in the Merrickville area since 1999 and have lived in the community since 2005. John is an avid gardener. They have three adult children.
Elisabeth Ostiguy Secretary Political scientist and expert in marketing and communication, Elisabeth Ostiguy has worked extensively in the private and NGO sector providing creative solutions to enhance organizational visibility and address advocacy needs. Over the last ten years, she has provided health, social and communications policy and advocacy support for such clients as Research Canada, Canadian Nurses Association, Canadian Mental Health Association, Canadian Cancer Society, Prime Minister’s Council on Women Entrepreneurs and Cyprus Telecommunications Authority
She has extensive experience in telecommunications and broadcasting policy. Known as an expert on the convergence of these two sectors, she was an invited guest speaker at national and international conferences.
Having been on many boards relating to community well being, she currently sits on the board of the Merrickville and District Community Health Centre. She is also a fiber artist and runs a retirement home for show horses.
Currently, she is working for the Canadian Association of Occupational Therapists as their Director of Professional Affairs, responsible for advocacy and communications.
Roderick Fournier Director Rod arrived in Merrickville in 2006, after having had a 36-year career as a professional mechanical engineer in Atlantic Canada. For the first seventeen years, Rod worked in the plastics, pulp and paper, and sugar refining industries. He then made a big leap to become a self-employed consulting engineer. During the last five years of his working career Rod worked for the large multi-national consulting firm, AMEC, based in the UK. He has performed the roles of designer, project manager and construction manager, mainly providing services to industrial clients, with project values ranging from a few thousand dollars to $23 million. Rod received his Bachelor of Applied Science from the University of New Brunswick in 1970. He is a Member of the Association of Professional Engineers and Geoscientists of New Brunswick where he was a council member in 1989-91 and vice-president in 1991-92. He has been a member of the Professional Engineers of Ontario since 2004. Rod has also chaired and participated in a number of professional committees.
Paula Hurtubise Director This is Paula’s second year on the MDCHSC Board of Directors. She first moved to the village in 1978, while working at the Rideau Regional Centre. Paula left RRC in 1988, returning to school to complete her MA in geography and is now the Section Chief of Client Liaison and Dissemination for the Geography Division, Statistics Canada. Currently, Paula is on a 2 year assignment at Carleton University Library working with a specialized team to create a data portal for use by students, teachers and scholars.
Two high points of his career were working on the UN Climate Change Convention meeting in Montreal in 2006 when Canada led delegates to bring the Kyoto Protocol into effect and in 2007 representing Canada in Iran during a very difficult time in our bilateral relations.
Wendy Quarry Director Wendy Quarry and her husband have been in and around the Merrickville area since 1984 and now live on the Corktown Road. Wendy is a communication and community development specialist with over 30 years field experience in Latin America, Africa and South Asia. Prior to that she worked for the CBC in Montreal. Wendy has worked for the Canadian International Development Agency (CIDA) both at headquarters and in Ghana and Pakistan. She has also worked for the World Bank (India) and the governments of Pakistan, Afghanistan and Mozambique. An independent consultant since 1993, Wendy continues to work nationally and internationally with First Nations communities in Canada and with NGOs and government in Pakistan and Mozambique. She is the author of several publications and a co-author of a newly published book on Communication in Development (Zed Books, 2009). Wendy is both a client of the MDCHC and a new Board member having joined the Board in 2009.
